If your cat isn't chasing the Pounce lure - this is normal!
Some cats prefer to hide behind the furniture, on the table, on the counter, etc. and watch the lure move. They find places all over the house to sit and "stalk" it. Even if they're not in the room they'll come running in if you turn it off and want you to turn it back on.
Cat's don't play like dogs. They are hunters and like to stalk and study. They will chase it in small bursts. They may sit on the line, or hook it with a claw and pretend they don't know that they're stopping the line - but they know exactly what they're doing!
This type of behavior may take up about 90% of of some cat's play time. For them, this is very mentally stimulating and fulfilling. Cats get more interested in the lure when it stops or disappears than when it's moving.
But if you want to try to get them to get a little more physical exercise you can try different lures and changing them often, most any small cat toy sold in stores may work - I have even tried a length of ribbon and it was a big hit!
